自治体との協働・依存関係意識にみる近隣自治的活動の展望--地域集団・社会活動団体の中枢活動層を対象に

This study reports on a field investigation on active members in regional and social groups in eleven municipalities. We focused on the relationship between their attitudes of collaboration or of dependency toward their local government and their autonomous daily activities within the framework of their mutual supports networks based on relations of residents. We researched the prospect of the formation of a neighborhood autonomy system with the possibility of its development. We found the following: the members who seek for some roles in the space of regional-neighborhood area have a tendency to collaborate with their local government. The members of taste circles, aiming to fulfill themselves, and members of the existing neighborhood organizations (chonaikai) have a tendency to depend on their local government. The members who seek for their own functional daily life based on the relations of residents of reginal-neighborhood area have little tendency toward an attitude of collaboration or dependency.There are differences between these types as to developmental states of the subjective factors for neighborhood autonomy activities. Some members who have rich networks based on relations of residents, however, are more likely to develop their community sentiments and/or subjective factors for community renewal and to enrich their functional mutual support networks. These findings indicate the importance of making a system to induce the residents to find the meaning of living together in the same regional area, to enrich their functional networks based on relations of residents, and to develop their subjective factors for community renewal toward the formation of a neighborhood autonomy system.
