Italy is a decentralized country with 57,000,000 people living in twenty regions. Its tradition of regionalism eventually produced industrial clusters together with regions bearing local identity and high quality of life. After the Second World War, Italy remained centralized in order to stand up against the socialist movement in the Eastern Europe bloc. In this paper examines how the process of decentralization coincided with the emergence of a new economic power of small and medium size of companies in local areas, the so-called third Italy. Especially in the region of Emilia-Romagna, the passion of local people for regionalism, supported by strong social capital contributed much to the vigilance and rejuvenation of local economies.
