ソーシャル・キャピタルの形成と多様な市民社会 : 地縁型vs.自律型市民活動の都道府県別パネル分析

This article examines the impact of different types of voluntary associations and activities in Japan, both independent and neighborhood associations, as social network or core elements of social capital, which operate to improve social performance including crime, health, educational achievement, child birth, and employment. The impact of both is examined with regard to the formation of trust and norms of reciprocity generating social capital. Based on prefectural panel data, this analysis indicates that traditional neighborhood associations variables are significantly associated with positive outcomes of crime, health, educational achievement, child birth and employment, as compared with modem independent associations, such as NPOs. The research also indicates that NPOs are associated with positive outcomes concerning contemporary diverse social problems.ソーシャル・キャピタルと市民活動の相互関係は広く認識されているが，どのような形態の市民活動がどのような効果を及ぼすのかを分析した研究はまだ多くない．このため本論では，ソーシャル・キャピタルを構成するネットワークとして，現代的で自律型の市民活動であるNPO法人と，伝統的で地縁型の市民活動である地縁団体や行政系ボランティアに注目し，治安，健康，教育，少子化，雇用などの社会経済・生活環境面でのパフォーマンスの良好さとの関係及び，またソーシャル・キャピタルの要素である信頼や互酬性との関係を，都道府県別パネルデータを用いて実証分析した．その結果，地縁型の市民活動は，治安，健康，教育，少子化，雇用の広範な分野のパフォーマンスの良好さと関係していることが示唆された．一方，NPO法人の影響は限定的であったが，現代社会の多様化した課題を改善する可能性が示唆された．
