According to a Thai archival record, during the several decades between the 1770s and the 1840s, approximately 190 letters were exchanged between Siam and other countries such as Vietnam, Burma, and China; and they were preserved at the royal store house (holuang) in the 1840s. Of these letters, over seventy were exchanged with Vietnam, a little more than forty with China, followed by almost forty with Burma, indicating that the Siamese court carried out an active exchange of letters with her neighboring states and China in the early Bangkok period. By taking the letters exchanged between Siam and Vietnam, and Burma in the first reign of the Rattanakosin period as example, this article examines institutional arrangements for inster-state relations that regulated these letter writings and exchanges, as well as the existence of broad networks of information reflected in those letters. By so doing, it addresses the question of the regional inter-state relations that encompassed both mainland Southeast Asia and China under which Siamese active inter-state relations were operated.
