We have sometimes heard “corporate governance". Recently the word “governance" is coming into use about the issues of universities. This paper is about the governance of universities in Japanese educated foundation called “Gakko-hojin", which is nonprofit organization or private sector. Gakko-hojin is allowed to operate not only private universities and junior colleges but also primary schools, secondary schools and kindergartens. This structure is just similar to conglomerate.Nowadays Japanese universities face serious problems with the shrinking population. Almost 1 out 4 private institutions saw red in fiscal 2003. University bankruptcies are now becoming a reality. Most of private institutions will have to smarten up in a hurry if they want to stay in business.I picked up the educated foundations operating the university and referred to the governance of universities, particularly about the decision-making process in the university. In the following chapter I will insist on the necessity of training an administrator as a professional university staff.
