The modern silk-reeling industry took root in a first decade of the twentieth century in Shanghai. For the supply of the silk-reeling filature in Shanghai, the cocoons came principally from Kiangsu and Chekiang. The filature bought the raw materials through the agency of cocoon hongs.The cocoon hongs were established at the cocoon-producting districts to buy the fresh cocoons from the peasants, dry them in ovens. Like other types of hongs, the cocoon hong did business with. an official license. The . owners of cocoon hongs were not necessarily the operators of. filatures. The cocoon hongs were usually owned by the local gentry in a partnership arrangement. The oprator of silk-reeling filature rented the hong or commissioned it to buy the cocoons.The cocoon merchant guilds were formed at the cocoon-producting districts since 1900. In 1909 Steam Filature & Cocoon Merchants Guild was formed in Shanghai. These guilds agreed upon the beginning day of cocoon dealing and the price of cocoon. The peasants who had to sell the fresh cocoons before chrysalis emerged were forced to sell their cocons to the hongs at the agreed price.Steam Filature & Cocoon Merchants Guild offered to the provincial government to limit the establishment of cocoon hong in:1915. As a result of the provincial legislation, limiting the establishment of cocon hong, those already established enjoyed a form of monopoly and the spread of sericulture to produce the raw materials for silk-reeling industry was prevented.
