In the 1990s many sub-Sahara African nations have become heavily indebted poor nations. Under the influence of world wide deflation of industrialized nations and social factors like explosion of population, local wars, disease including Aids and so on, these nations have dramatically worsened their economic situation and are facing with severe conditions to survive. To cope with such a miserable situation, international organizations and many governments of industrialized nations have started policies like HIPC(Heavily Indebted Poor Countries)Initiatives to reduce these heavy debts and make some packages to assist the improvement of the poor conditions.However, their policies of the debt reductions and some additional macroeconomic policies seems not to have worked well and the situation has gone from rather bad to worse.The argument is made that the analysis of debt reduction in HIPC Initiatives has some problems to measure the accurate debt burden and that the conservative policies by advanced nations to protect their natural resources and agricultural products has tended to prevent sub-Sahara African nations from recovering from their bad conditions.
