中国における情報化についての一考察

In the 1980's, the Chinese government made policies toward postindustrialization/informationalization. Post-industrialization/informationalization means, by definition, transformation into a knowledge- based economy in regards to economic level and occurring by the continuous revolution in science technologies. In this context, the information technology and the high-tech industry were formulated based on R&D. Since the foundation of PRC, CCP had attached importance to the science technologies but these were corrupted by the Great Cultural Revolution. After the Reform, Deng Xiaoping declared that the science technologies were the main productive power. Since then, China reformed its scientific and technological research system for the improvement of economical development. Therefore CCP promulgated regulation in 1985 and 1995 to progress the science technologies. Additionally, China practiced projects concerning science technologies in the Five-year Plans to create the information technology and the high-tech industry since the late 1980's. Although the Chinese policy-makers recognized that informationalization was to develop the electronic and IT industries, the definition was changed by operation of the Sanjin Project and the connection with foreign countries via the Internet in the 1990's. On the one hand, the telecommunication industry was marketized because of joining with the WTO. On the other hand, the regulations were set up to control the Internet because CCP wished to ban free speech on the new media. As a result China fell into ambivalence. As another consequence, the so-called 'intellectual class' who had been suppressed in 1960's gained power in the society. Furthermore, the intellectuals who create and use the new technologies are flowing to enterprises from national institutions. I assume that one factor transforming the Chinese social structure is that CCP is struggling to deal with content on the Internet as it is almost all spoken by intellectuals.
