This paper deals with the following three aspects of policy making and policy study. First, it overviews some features of recent policy making, confirms that there should not be any differernce between the perspectives of studying policies and of participating in policy making, and identifies the two stances of policy study, the technical stance to investigate the teleological rationality (or merits and demerits) of policy alternatives and the idealistic stance to examine the axiological rationality of policy alternatives. Second, it points out that recent politicians-driven policy making tends to devalue the expertise of academicians, practitioners and administrators and that this tendency may cause the confusion and deterioration of schooling. Third, it suggests some anticipated research fields such as the study on educational values and visions, "problem-making" study and the study on the mechanism of policy making, implementation and diffusion. It also presents the four types concerning policy implementation and diffusion; top-down regulation, bottom-up construction, trickle-down generative, and normative diffusion.
