In urban China the process of "the knowledge society" is developing after the economic reform. The theory of "the post-industrial society" pointed out that in the knowledge society, the technocratic rationalism has been legitimized. Thus the problem of the knowledge society is the impact of technocratic intellectuals on the political system. This paper uses the data of CGSS2003, and analyzes the scientific-technocratic intellectuals in urban China who are the main actors of the technocratic rationalism. Firstly, comparing the scientific-technocratic intellectuals with the cadres, who are an important part of the State Socialist regime, I discuss the fact that there are employment differences between them. Secondly, I demonstrate that there are the independent/ closed career paths among the scientific-technocratic intellectuals and the cadres. As a result, the scientific-technocratic intellectuals are independent groups from the cadres. However I also find that the scientific-technocratic intellectuals are one of the groups inside the regime because most of them are members of state-owned enterprises. Thirdly, the scientific-technocratic intellectuals less often enter the communist party, relative to the cadres and the others. In other words, the scientific-technocratic intellectuals are outside the regime of the political system. Thus, I suggest that the scientific-technocratic intellectuals as economic elites are ambiguous for the regime. Because the uncertain actors for the regime exist now, I suppose that the party-state system is gradually eroded.
