• In this paper I research Sidney and Beatrice Webb's surveys in Nagaoka at 1911 about Mr Kuroh Takahashi's management of his estate in Kamiya village and the Kamiya Credit Cooperative Association which was founded in 1904 by Mr Takahashi and his colleges.Mr Takahashi then gave the reports about his eatate to Webbs for supporting their surveys;treated them generously and talked with them about his Kamiya Credit Cooperative Association.Webbs were more interested to the Cooperative Association than the reports about Takahashi's estate.And secondly I examine the historical development of cooperative organization of the Kamiya Credit Cooperative Association which was successful pioneer cooperative association and was succeeded by the Raikouji Agricultural Cooperative after the second world war,and the significance of the Sangyou Kumiai Hou(the Industrial Cooperative Act).
