In The Tohoku Earthquake that occurred on March 11, 2011, neither the approach of the tsunami nor information such as evacuation orders were transmitted, and a lot of lives were lost. A lot of residents did not take shelter without hearing, and they had damages by the tsunami, though the local government staff announced to the resident for shelter with the speaker in radio communications for disaster prevention and administration. Many local governments operated and maintenance the disaster prevention information systems. However, when the disaster occurs, there is no time to use these information systems because local governments staffs becomes busy by rescue operation and victim's support services etc. Therefore, what the information transmission method was effective due to the Tohoku Earthquake is considered. The transmission means that the radio, the Internet, and SNS (Social Networking Service) were effective in the stricken area. But, the false rumor and confusion by the chain mail were seen in SNS etc. It is necessary to transmit surely to residents evacuation information by the local government staff's input this information to the system once. To achieve this purpose, we proposed next 3 systems. 1 The emergency disaster prevention information mail by 3 major mobile carriers in Japan. 2 The Public Information Commons systems by the Foundation for MultiMedia Communications. 3 The disaster mitigation projects by several local governments and Meteorological information service company.
