This paper lists the history of Japanese international -understanding education (JIUE) in chronological order and- argues its current issues. JIUE kicked into gear when Japan joined UNESCO after World-War-II. JIUE complied with the UNESCO guidelines about international understanding for a while. Its purpose is to develop the qualities needed to world citizen. However, JIUE was concerned about the education that put a higher priority on world citizen than national citizen. In 1974, hence, under the Japanese Education Ministry's leadership, JIUE distanced itself from the UNESCO guidelines and began emphasizing Japanese identity and education about Japanese traditional culture. Since then, the points of emphasis in JIUE have not changed. Opponents of the new guidelines are concerned that the current emphasis will lead to an enhancement of nationalism that can not contribute to international understanding. Thus, opponents repudiate the concepts of the nation state and traditional culture. On the other hand, supporters of the JIUE guidelines insist that Japanese students cannot understand people in other countries without understanding their own country and identity; otherwise, they cannot realize cultural differences. However, this has been a constant argument in Japan since the 1910s. The issues surrounding the concepts of the nation state and education on traditional culture have been weighing upon JIUE for a long time.
