In East Asia, the geographic, economic, and political differences are the three barriers that obstruct the progress of regional environmental cooperation. This paper verified the manner in which environmental cooperation in East Asia progressed beyond these barriers. From an early stage, every national government in East Asia has recognized the necessity of environmental measures; this has been proven by the maintenance of an environmental law in each state. A general view of the environmental cooperation in East Asia brings to light three characteristic aspects: the importance of the Japanese initiative, the considerable influence of the Chinese environment, and the progress of environmental governance. While regional environmental cooperation in East Asia has progressed beyond geographic and economic differences, the issue of political differences remains unsettled. However, despite the differences in the political systems, environmental governance has progressed steadily. NGOs and certain local governments are playing an important role in bringing about regional environmental cooperation. I expect the progress of environmental governance to be the first step towards the realization of a peaceful East Asian community. The citizens of Japan and South Korea, who have political rights and economic power, have an important role in achieving this goal.
