This paper analyzes the significance of transnational cooperation in the EU, focusing on INTERREG in B program and spatial policy. Firstly, it looks back upon the circumstances into which cooperation between regions has developed within the INTERREG program. Regional cooperation had been developed first in bottom-up approach. Within the INTERREG II C it became more comprehensive including aspect of spatial planning. It then examines "European Spatial Development Perspective", a first grand design of the EU, stressing the challenges for the second updated ESDP. Finally it will focus on the regional integration in Northeast Asia where, unlike the EU, many difficulties arise due to different economic conditions of the countries and dominant belief in national sovereignty. These factors block regional cooperation. The paper concludes whilst it is difficult to find a solution at a national level, transnational partnership could be a useful way for gradual cooperation, as well as for initiating an integration project in future. Considering the sea as a common area, partnership in the maritime sphere for the sake of peace and prosperity in Northeast Asia can be a good start for common project.
