The Council of the Baltic Sea States (CBSS) was established in 1992 in order to launch the subregional cooperation among the Baltic Sea states. Baltic states and the western peripheral part of Russia were suffering from the environmental pollution. Especially the nuclear and radiation safety was worried because many nuclear power plants which had the same type of reactors of Chernobyl were located along the Baltic Sea coast. Therefore CBSS established the Working Group for the Nuclear and Radiation Safety (WGNRS). WGNRS tried to establish the security system on the nuclear and radiation safety, but Russia and Lithuania had the negative attitude at the beginning. Because the disclosure of the information about the nuclear equipments was deeply concerned with the military affairs and Lithuania could not afford to accept the modernization of the reactors. Under such situation CBSS recognized the problems as the regional common problem and offer the financial and technical support, at the same time mediated the EU's financial support and other international support. As the result CBSS managed to establish the regional system on the exchange of Radiation Monitoring Date in 2002.
