This paper examines current leadership in the provincial government regarding the internationalization of Primorskii Krai, paying attention to three factors which shape the preference and interest of the provincial government: 1) the center, 2) neighboring countries (especially China), and 3) key leaders and the society in the province. Governer Kyznetsov pushed ahead with the ambitious "Greater Vladivostok Project", but it was not coordinated with the Tumen River Development Project, and his policies lost the support of both the central government and key leaders in the province. His successor, governor Nazdratenko more strongly represented the interest of local leaders. But he was seen as launching a foreign economic strategy on a local issue. While he took a hard-line attitude on the border dispute, he was negotiating with China toward economic cooperation. When the border issue became critical, he became locked between the forces of the central and provincial governments. The central government was unable to cope properly with this critical situation. But the Primakov government, which declared the conversion of its monetary policy and strengthened its ties to provincial governments, constructed cooperative relations with Nazdratenko.
