The effective deployment of the optical ground stations (OGSs) for future laser communication network construction is presented. Three requirements, locality of clouds distribution, effective use of the existing facilities, and correlation of clouds distribution are examined. Especially, the dependence of the clouds distribution on latitude and longitude is introduced. The dot values of meteorological satellite images are used for analyzing clouds influence since the quantitative evaluation is difficult.
