When a firm newly joins into the auto parts industry, the acquisition of specific technical skills is of consequence. For this purpose, it is more effective to use the transfer of technical skills from a parents firm and leading ones. In this study, we attempted an empirical analysis of the difference in way of obtaining the technical skills between new coming firms and local ones and how the key technical skills transfer from a tecnologically progressive industry aggregated area to a new one in automotive industry. This process could be compared to inter-firm technical skills transfer. In the analysis of questionnaire, such resource-dependent strategies are admitted effective for technical skill acquisition, as "transfer-acceptance and utilization of skilled technicians," and "dispatch and technical skills training for engineers and technicians". These are the strategies to ask for technical skill transfer from parent firm (mother plant) and the ways for local firms to enter the automobile parts industry, who acquire progressive technical skills from high tech firms. We reinforced these results by the further field research and propose a reviced model of technology and skills transfer process (manufacturing and assembly type), which consists of a new coming firms type and 3 types of local firms. This paper would have developed the case of "skills transfer from human to human" to that of "inter-firm transfer of technical skills" on the basis of Yamamoto (2004), which empirically clarified technical skill transfer process.
