In Europe and the United States, the term "care worker" covers a much wider丘eld than the one it covers in Japan. The job of the care worker in the West, which is not limited to the care for the senior citizen, often includes non-skilled and menial labor. Care workers, including certified ones, not only suffer from chronic unpaid overwork, lumbago, psychosomatic disorder and burnout, but are often exposed to danger of violence and infectious diseases from care receivers. Their poor working conditions including low wages increase job separation, and the shortage of workers in nursing care is now a social problem. It is not known why "kaigo-fukushishi" (certified care worker) has been designated "care worker" in Japan, but it is essential for us to understand the difference between the concept of the care worker in the West and that of Japan. Exploring the background of the birth of "kaigofukushishi", we can clarify the intrinsic structure of the problem they have today.
