Abstract Interviews with 18 elementary and junior high-school teachers revealed that 4 factors are involved in deciding how to support students who cannot come to school. The factors include teachers' perceptions and beliefs, the school environment, whether the case is unique, and the teachers' personalities(Kishida, 2010). The purpose of this study is to define and conceptualize these factors, and examine the relationship among them in the decision making process. Thirteen of the 18 teachers had substantial experience in giving students this sort of support, and took part in further interviews. Of these 13, five agreed to participate in the present study and were given a semi-structured interview with questions focusing on the process of choosing and deciding what form their support should take. The results showed that the process of decision-making does not follow one single path. Rather, the four factors interact with each other, and the interrelation between the four factors and external resources affect how decisions are made. Examining the four factors and their interrelationship made objective monitoring of how students who cannot go to schools are supported possible.
