Reconsidering Tokyo as a Global City

Sassen considered Tokyo in the 1980s as a global city similar to New York and London. On the contrary Hill and Fujita asserted that Tokyo was different from New York and London. The former thought of Tokyo as a growing center of financial and producer services, the latter regarded Tokyo as an industrial district that had not yet reduced its manufacturing employment. This paper explores the transition of Tokyo from the 1990s onwards. The growth of finance and insurance in Tokyo was temporary in the first half of the 1990s, and the employment of manufacturing decreased more than the Japanese average. Although it is sure that service industries are steadily increasing in Tokyo, their driving force is not only producer services but also cultural and informational productions. Furthermore, the spatial distribution of each industry shows that producer services partly depend upon manufacturing. In summary, it seems that Tokyo is not yet a financial global city like New York or London, nor is it a flexible specialized manufacturing district like the former Tokyo in the 1980s. Some difficulties confront Tokyo as a global city.
