In recent years, various biomass-related projects have been planned and implemented in various regions of Japan, such as raw garbage composting, biodiesel manufacturing and wood pelletizing. However, many of these biomass projects are unprofitable by itself. In addressing this issue, it is required to utilize the agricultural product certification system and the domestic CDM, along with the introduction of area-specific technologies. In general, biomass town project assumes composting and energy conversion as its core business, though, there are additional benefits that may be delivered for the region, which include; 1. benefit for the local industry by promoted regional agriculture, forestry and tourism, bringing new employment and income creation opportunities; and 2. Public benefits such as reduction of general waste disposal costs, better environmental conservation, and CO_2 reduction. Biomass town concept is considered to be functional for promoting biomass utilization where it becomes essential to promote participation and cooperation of local stakeholders such as local residents, entities and enterprises concerned, and to build a regional consensus.
