八木秀夫教授定年退職記念号This study aims at pointing out the regulative elements behind changes in the career-patterns occurring within systems of development of human resources. This is done through a field investigation of promotions and job-rotations of local government employees in a city in the vicinity of a metropolis.Regulative elements behind promotions and job-rotations are: (1) the time when one enters, (2) into which department one enters, and (3) the level of education one has. Promotion: employees without a university degree who entered in the beginning of the 70's have been later promoted as compared with those who entered in the 60's; employees with a university degree who entered since the second half of the 70's also have been later promoted as compared with those who entered in the beginning of the 70's. lob-rotation: in a great number of departments, employees with a university degree have more rotated their department as compared with those without a university degree; on the other hand, employees with a university degree who entered into the department of "city planning" have less rotated and had more specialized experiences as compared with those without a university degree.Through this field investigation we observe that later promoted employees, regardless of having a university degree or not, run the risk of a growing feeling of inequality and of a decline in their motivation depending on the time one enters. A greater variety and/or specialization in job-experience through job-rotation is also needed in order to better answer the needs of the times, as well as the needs of the employee's personality and competence.
