The resources of small enterprises are usually scarce, and so managers of small enterprises try to use those resources fully. Among those, most important resource is the skills of managers. However, after the transition of base factory of big business to Asia, many small enterprises have lost their markets and customers. It has caused serious problems on small enterprises. They are not able to depend on big enterprises. Therefore, they have to choose their market, which we call business domains. Those domains are specialized area, and niche space. If they use their know-how and build own brand, they may have their customers. Generally speaking, the bases of small enterprises are decreasing. Hence, the field where small enterprises can play an active part is narrow. It is also dangerous the regional economic continues, especially where former economic policy is stronger. Japan should strength the policy which deals with small enterprises. As cooperative banks have become weak for supporting power of small enterprises such as the influence of the Financial Inspection Manual etc., however, if half of the small enterprises, we must make an effort for the health of regional economy continuously.
