Ships generally have nationalities. Stateless ships would suffer much unfavorable treatment in the territorial sea of some states or open sea. For example, they cannot depend on any diplomatic protection by any states. Flag-states of ships usually use diplomatic protection when ships which have nationalities suffered unlawful treatment. Flag-states has jurisdiction on them. So flag-states can make rules about the following matters: which ships are given a nationality, which conditions are necessary to acquire a nationality and what penalties are imposed when ships break the rules , etc. On the other hand,flag-states must make proper rules to keep safety on the sea and to protect working conditions in the ships , and other rules.
