This paper discusses on an error compensation method for the signal environment estimation error in 1030 MHz band. The signal environment represents the count and received power distribution for each type of received signals and interferences for them. This paper discusses the effective signal environment with taking false decoding into account, because the effective signal environment is essential to prepare for its application to estimate the reactions of ATC transponders. At first, this paper reports some error sources for this signal environment estimation. The measured signal environment indicates the existence of "hot spots" where the signal count exceeds the results by simple estimation method. In addition, decoder for 1030 MHz signals may fail to discriminate the signals which are in a particular range of received signal power. This paper introduces correction terms to compensate the errors by dominant factors.
