It has been widely acknowledged in the field of labor studies that Japanese people have a stronger tendency to seek economically secure positions than those in other countries (JIL, 2001a). This study discusses from the perspective of career psychology problems that the younger generation goes through when making their career decision. It focuses on the relationship between stability orientation exhibited by young public servants and their future career consciousness. Micro data in a form of questionnaire were conducted to 1,435 young public servants age from 19 to 35 who work in Kanto and Kansai areas. The results indicated that 1) stability consciousness shown by young public servants is closely tied with their job satisfaction and as a result, helps them stay with their careers, 2) the longer they stay with their careers, which engender a sense of security, the more easily they may establish their career image, and 3) when they feel a sense of security regarding their employment, it has a positive effect on their career consciousness. Nevertheless, on the other hand, when they feel a sense of security about their mental fulfillment, it adversely affects their career consciousness. This suggests that young public servants who have strong stability orientation need to retain the urgency and priority inherent in the sense of security they enjoy and not from stability orientation that stems from complacency.
