Many scholars agree that the reform of Japanese economy has not been successful due to wide-spread corruption, the DANGO (bid rigging or back-room deal) backed by so-called 'iron triangle' of politicians, bureaucrats and business enterprises. Why the DANGO can persist as a pervasive, stable cartel despite it being illegal? Many nations suffer from bid-rigging, particularly in public construction contracts. Japan faces a "KANSEI-DANGO (collusive bidding performed at the initiative of government agencies) that is performed for the profit of politicians, bureaucrats and business enterprises at the taxpayers' expense. The KANSEI-DANGO is much more stable and mostly has been immune from prosecution. It is difficult to exterminate the KANSEI-DANGO without fundamental change because it has been practically accepted as a part of social system in relation to public construction works in Japan. Now that globalization requires compliance and transparency in business transaction and public procurement, we have to endeavor to exterminate the KANSEI-DANGO and achieve real reform of Japanese economy. It is essential that we strive to enhance the ethical sense of Japanese society.
