The air-turbine type wave energy converter consists of air chamber, air-turbine, generator and batteries. It is important to develop the air-turbine which works efficiently by the going and returning air flow. That shoud not only exert the optimum load on air chamber, but also be subjected to the optimum load by the generator. And that shoud be able to rotate with the wave as small as possible. This paper deals with the Wells type air-turbine, which is most promising for the air-turbine. The theories have been incomplete on Wells type. Therefore in the first place the mathematical model is proposed. Using the characteristics of air-turbine in the constant wind, and assuming the pressure and inertia of air-turbine in the pulsating wind, the average torque coefficients are calculated in the period of pulsation.Then the most optimum torque ccharacteristics of generator are obtained and the operating conditions are derived. In the next step, the most appropriate design of Wells type air-turbine is established. Twelve models of Wells turbine are experimented and compared with each other. The most appropriate type of Wells turbine is selected judging from the viewpoint of the best performance of start-up on operation and the better efficiency of output power.
