A discounted rate based approach for hub and spoke system in marine transportation was developed. The results indicated that the model outperformed that of introducing no discounted rate, particularly on hub locations decision, and reducing high cost at the port. However, the results obtained remain unsatisfactory since non-hub ports (spokes) were not well allocated. This paper presents an improved approach where poorly allocated spokes problem are addressed. The method considers container value of time lost during traveling and berthing at a port. This method requires berth capacity be constrained and simple queuing analysis be employed in order to obtain a better estimation of vessel berthing time. An application of the proposed model to the same problem used in the previous studies is presented. It was concluded that the spokes are fairly allocated as a result of taking value of time and berth capacity into consideration.
