研究ノート(Note)イギリスで1997年に誕生した労働党政権は、公共サービスの提供者としてのボランタリー組織の役割に期待し、ボランタリーセクターとの関係強化に努めてきた。その一歩となったのが1998年に政府とボランタリーセクターとの間で交わされた協定、いわゆる「ナショナル・コンパクト」である。本稿ではコンパクト成立以降の労働党政権の取り組みを振り返り、政府とボランタリーセクターの関係の展開と課題について明らかにする。In the UK, the Labour Government elected in 1997 has been working with voluntary sector organizations to expand their role in delivering and shaping public services. Especially "National Compact" - a concordat between the voluntary and public sectors to work together better in 1998- embraced Labour's basic proposition that the independence of the voluntary sector must be respected. This paper reviews recent policy in relation to the Compact and explores that impact on voluntary organizations and government.
