In general, the rules of classification societies are applied to the design of ships. These rules are based on the normal operating condition of ships. That is, special consideration is not given to measures for preventing brittle fractures in such accidental cases as collisions and groundings. Therefore, criteria for evaluating brittle crack arrest performance (crack arrestability or crack arresting characteristics) are concretely developed for steel plates used in hull structures by examining the results of studies and tests so far obtained on the arrest performance of brittle fractures. The validity of crack arrestability is confirmed by evaluating the level of fracture toughness set forth in the present rules. Further, an examination is made regarding how to secure arrest performance characteristics which take incidents of collisions and groundings into consideration. A system is then established from the above results for proving that the arrest performance is ensured, based on a new concept in which the safety of hull structures is to be maintained even in cases of accidents.
