The purpose of this study is to examine the vocational guidance movement at the beginning of vocational guidance in Japan. The foundation of the Osaka Municipal Child Guidance Center of 1919 is considered the beginning of vocational guidance service in Japan. At this time Japanese society was rapidly changing and beginning to modernize. Both economic turmoil and demographic change were coupled with the changes brought on by the Industrial Revolution. Due to the collapse of apprenticeships, caused by the change in industrial structure, an increasing number of young employees required for vocational guidance. Furthermore, the newly formed lower class, which had settled in Osaka, required relief from their daily hardships. Osaka City was greatly influenced by modernization and had many vocational problems. Two key individuals, Hajime Seki, who attached importance to the vocational problems of the youth as city policy, and Hiraku Sandaya, who tackled juvenile problems and advocated child saving, were very important in the establishment of the guidance center. Their ideological backgrounds had an important influence on the formation of the youths' occupational consciousness. Vocational guidance theories and services were a response to these conditions and were designed to help the youth find adequate employment.
