Golay complementary sets have been proposed in the literature for peak-to-average power ratio reduction in orthogonal frequency-division multiplexing (OFDM) systems. In this paper, we first present general constructions of Golay complementary sets from cosets of first-order Reed-Muller codes. Then by slightly relaxing the autocorrelation property, we propose quasi complementary sets and a construction from Reed-Muller codes. Complete complementary codes, studied previously for eliminating the multiple-access interference in multi-carrier code-division multiple-access systems, consist of mutually orthogonal Golay complementary sets. We also present a corresponding construction from Reed-Muller codes. Finally, quasi complete complementary codes are proposed and an application to cell search in cellular OFDM systems is given.
