Foreign language education in Japan has recently been under scrutiny by the Ministry of Education and reform is now underway. This reform would seem to be in the direction of more student-centred education that is geared towards helping the students to communicate. This paper attempts, by looking at the results of two 'small group' studies, to corroborate and extend previous research on how students in the Japanese university context perceive their needs to learn English and their abilities as language learners. This information and the process used to obtain it, it is argued, is essential for curriculum development within universities for them to be consistent with the Ministry of Education's policy. The paper also indicates how negotiated syllabuses should be part of the process and points to a number of areas for useful future research.
