In the advanced course on Educational Administration (ED285J), the enrolled students undertook a survey on the university students' opinion on the existing programs and system of the university. Twenty one students prepared a set of questionnaires and carried out the interviews. The issues dealt with in the survey are: (1) The ideal of ICU and its liberal arts education, (2) Curriculum, (3) Facility, and (4) Administration. The most salient conclusion reached is that the students desire to have closer communication with the faculty members and except to find comething aspiring for their life through the active interaction with the faculty members and their positive educational efforts. The students' strong support to the existing system of liberal arts education is also revealed. However the general support to the liberal arts education is not necessarily followed by their degree of satisfaction over the content of general education courses, core of the liberal arts education. The student tend to be more satisfied with specialized courses, and the professors' attitudes toward a class is a most significant factor to determine the student' satisfaction of a course. The students were also interested in contemporary issues, and the establishment of a new interdisciplinary program of Asian Studies may be the response to meet their needs. The facility has three aspects: a place of learning, a place of living, and natural and social environment, including on-campus communication. The facility is not well coordinated with the curriculum. The students expressed the highest degree of dissatisfaction on the library. It was also observed that the campus lacks the amenity for encouraging a satisfactory students life. The survey suggests a serious absence of " ICU community" which they consider a central issue of the reform. In the survey of the university administration, a number of shortcomings and complexity of procedures and the system were pointed out, but it also showed that the advisor system is not functioning. The title of the article "University Reform without Students" is provocative, but it is the general trend of the current university reforms in Japan in the light of radically reduced number of university entrance - age population. This article is by no means a criticism on the reform of ICU. While ICU's example was extensively used, it is intended to signal a warning against possible disassociation of the reform efforts from students' aspiration and to recommend to develop a process or mechanism of reform involving student' opinions and their possible participation.
