This paper aims to explain the importance and the essentiality of "process analysis for policy making" based on the author's involvement with the policy making process of city A's Action Plan for Promotion of Support for Raising the Next Generation Policy (Jisedai Ikusei Shien Koudou Keikaku.) Recently, the importance of "resident participation" has been rapidly recognized in the area of local policy making, especially in the field of community care planning as well as in the process for Action Plan for Promotion of Support for Raising the Next Generation. Policy making methods such as needs research, public hearings, and town meetings have been utilized more along with this emphasis on resident participation. However, there has not been adequate inspection to make sure that these "plans" made through the methods of "resident participation" reflect the "needs and opinions of the residents." Therefore, this research displays the significance and importance of "process analysis for policy making", using a case study of city A's resident participation process as an analysis method to see if the process has involved the residents successfully. This research also discusses further tasks that are needed to improve "process analysis for policy making."
