Although Hawaii is called a heaven for diploma mills because of its weak laws, the state of Hawaii has been most aggressively fighting them through civil enforcement lawsuits since 2000 when the state legislature made significant amendments in the consumer protection laws. Among the violators sued by the state of Hawaii and whose judgment was rendered most recently is IOND University Hawaii. This paper examined the case of "State of Hawaii (Plaintiffs) vs. IOND University (Defendants)." Specifically, it sought answers to the questions about what IOND University was, why the state of Hawaii brought the legal action, how the case proceeded, what decision was made by the court, and what implications the judgment has, by analyzing the arguments and materials from both sides and the judicial documents on the website. It was found that IOND Japan had been operating IOND Hawaii on line from Tokyo to issue unaccredited degrees in Japan, using Hawaii as the legal basis. It was also found that IOND Hawaii had been engaged in a variety of unfair, deceptive, or illegal acts and practices. Although IOND argued against Mr. Brunton, the plaintiffs' attorney, the court entered judgment in favor of the plaintiffs on all of the important and decisive counts including injunctive relief. It appears that the judge considered IOND'case a problem not necessarily for Hawaii but for Japan. That's why the court and the state of Hawaii posted the Japanese version of the judgment on line. The Japanese government and people are urged to be more aware of diploma mill issues and take an action.
