An anti-declining birthrate measure has been actively developed after 1.57 shocks. Environments as well as a situation of the childcare administration have greatly changed, leading three mismatches of the childcare administration. These mismatches include: a constant child waiting-list in spite of increasing day nursery capacity; a mismatch between parental needs and an offering childcare; and a loss of the function of the childcare itself. This report explores leading causes of the mismatches and their contents. First of all, there is a quantitative mismatch in the constant child that is a waiting-list, and there are many problems to be solved, such as the moral hazard of the parents, the system maintenance of the government office, and the unclear definition of the waiting-list child. However, it is impossible to solve these problems only by introducing market mechanism into the childcare. Second, there are many matters we should observe in the childcare service by various standards in authorized day nurseries. Furthermore, various childcare services are depending on government subsidy; it is difficult to meet the needs of the parents flexibly. Therefore, the parents tend to choose unauthorized day nurseries due to their diverse life-style. The unauthorized day nurseries play a very important role as the subject offering the childcare service. Lastly, the generalization of a fiscal expense for a public day nursery, resulting from a triple reform of the local government tax and fiscal systems, reduces the supply of the public day nursery services, hence raises the attention of a private day nursery. The generalization of a fiscal expense of a public day nursery deprives a child of demanding the childcare; thus, it reduces the childcare among the welfare policies.
