Telecommunication equipment companies in United Kingdom and Germany participated in electronics and telecommunication technological development projects in the 1980's, however, telecommunication equipment companies in Germany spent a lot of capital on research and development. On the other hand, companies of that field in the United Kingdom could not spend too much capital on research and development then. Such a difference between both countries becomes the a reality because the telecommunication technology development plans executed since the 1980's and the privatization of common carriers was done in 1995 in Germany, but those plans had not been executed and a common carrier was privatized in 1984 in United Kingdom. Simply speaking, telecommunication equipment companies in Germany were able to concentrate on research and development, however, companies of that field in the United Kingdom have not only had to do research and development, but also work diligently to win over the competition. Thus, in the area of policy making in the technology field, first of all, it is necessary to think what technological development plan should be executed, and afterwards, government should maintain a competing environment through privatization policies.
