Watarai-fu, established in 1868, was reorganized into Watarai Prefecture after the establishment of prefectures in place of feudal domains, and Watarai Prefecture later developed into Mie Prefecture. In the process of that, the privilege of the Ise Shrine Territory-the right of self-government for Uji and Yamada towns built in front of the inner and the outer shrine of Ise-was reformed. As well the modern system that had been formed in the South Ise Region by the Kishu feudal clans was also subdivided. At that time the Kiikumano Region was divided in two by the Kumano River and one of its tributaries, the Kitayama River. The right side of the region belonged to Wakayama Prefecture and the left side belonged to Watarai Prefecture. That produced and enclave, something unprecedented in Japanese history, and this has remained a serious problem in the Kumano Region (to present day).
