In 1995, the great Hanshin-Awaji earthquake occurred in Kobe, Japan, which caused about 160 drums contain dangerous liquid which were stored in the coastline of Karumo island to flowed out to the Osaka bay. It was reported that the drums had already reached far distance to Kii peninsula and west Awaji coast several days later, even recovery efforts were executed immediately after the earthquake. The purpose of this research is to investigate current changes in Kobe port, Osaka bay and Harima nada, and to propose the drift forecast and the search methods by analyzing the drift behavior of the object like the drum which drifts under almost sea water (for instance, overthrown small vessel, floating container along sea route, etc). Moreover, we researched the risk management of marine disaster if we found the drums at early, how it would connect to reduce the damages.
