• In recent years, the weather disasters by global warming have been international issues. The flood damages took place all over the world in this year. It was recorded as the worst damage in Mid- Eastern Europe for 100 years. Also in Korea, the continuous localized torrential downpour from August 4 to August 14, 2002, caused the loss of 25 lives and nine hundred billion won damage to property. While the whole country was suffering from the localized torrential downpour in August, the 15th typhoon 「RUSA」 passed through the Korean peninsula and brought the loss of 240 lives and five trillion and four hundred billion damage to property. It was recorded as the worst damage in natural disaster. In this paper, the condition of the storm and flood and the disaster prevention management system of Korea were introduced, the damages and lessons by the localized torrential downpour and typhoon 「RUSA」 were arranged.
