In Japan, it has become an ideal standard for prefectural and local governments to require that Regional Disaster Prevention Plan for earthquake disaster based on loss estimation studies. To achieve this objective, it is necessary that, effective relationship between Regional Disaster Prevention Plan and loss estimation be established. In this study, focusing on emergency responses, we selected emergency response plan in Regional Disaster Prevention Plan and loss estimation of Tokyo Metropolis, and compared them with those that had been done in Kobe City after the Great Hanshin-Awaji Earthquake. Based on our study, we have come to conclude that (1) emergency response plan of Tokyo Metropolis were found to be lacking in many respects than those that were implemented in Kobe City. (2) there were limits in loss estimation studies by time and by space. (3) it was necessary that a conecting system be established between Regional Disaster Prevention Plan and loss estimation.
