The concept of cognitive development promotes and advocates the process in which we improve ourselves in perceiving conditions surrounding us with consciousness for exploring our own roles. Therefore, according to this view, we need a management system which aims at promoting cognitive development of personnel. This is because cognitive development is the most important capability for personnel in every organization in identifying their own objectives actively. The fundamental principles of this management system are to introduce education and mechanisms for promoting it and to exclude factors that discourage it. In concrete terms, concerning the system of Management by Objectives, we must make much of objectives which contribute to accumulating invisible assets in organization, more than those which are concerned with performance of current fiscal year. On the other hand, in personnel management system, one of the most important matters is to separate the system of reducing work force from the reward or incentive systems.
