In this report, the author examined present conditions of land utilization and problems on five reclaimed lands where the writer had investigated: Hachirogata, Dainakanoko, No.7 section on Kojima-bay, Nabeta and Kasaoka-bay. In addition, the author studied plans and executions for new other utilization of lands, as well as functions reclaimed lands were to have. First, it was clarified that the plan of agricultural use of reclaimed lands was obliged to be changed according to the phases of the times. The author also pointed out problems of the time when settlers came into the reclaimed lands, of the farmlands where they were divided, and of relocation diffusion of culture which settlers carried from their mother villages. Next, the author investigated the conversion of reclaimed lands as farming into other uses. On Hachirogata reclaimed land, before World War II there was a plan to have a industrial area, but it was canceled in the stage on the planning. In Honjyo district on Nakaumi reclaimed land, there was a plan called "Nature Research Park Town Planning" for land use. Then the writer indicated the cases of Kisozaki, Nabeta and Kasaoka-bay reclaimed lands, where lands were, in actual, used for other purposes instead of original ones. As examples for conversion of land utilization which were carried out after the lands had reclaimed, the author showed facilities for sight-seeing and recreation in Ogata village on Hachirogata reclaimed land. And "Bay-Farm Kasaoka" on Kasaoka-bay reclaimed land is now under planning. In these cases, construction of facilities related to agriculture by using unused lands is discussing. Finally, the author examined three multiple functions of reclaimed lands: economic, preservation of the environment, social and cultural, and brought the importance of reclaimed lands as farmland into relief. As a result, the author proposed that we should make efforts to preserve reclaimed lands as farmland, by way of precaution against a famine; today the self-support rate of food in Japan stands at only 40 percent.
