• 1. Japanese politics faces stalemate after the Upper House election in 2007. The LDP was defeated by the Japan Democratic Party and experienced historical lost in the election. The JDP now has majority in the Upper House, which means the JDP is able to reject any bills presented by the LDP. Especially a special law for helping anti-terrorist war fueling operations in the Indian Ocean left major issue in both for Japanese government and the U.S. government. 2. Macro reasons: "Globalization effects" transforms nation-state system, by internet and market economy. Financial oriented economy also intervenes the other nation's economy by manipulating currency rate, corporate buying by foreign funds. Independent national policy would not exist under the globalization era. Widening economic gap by the globalization tends to weaken legitimacy of every party in power. 3. Micro reasons: the former Prime Minister, Mr. Koizumi's drastic reformation left serious problems in Japan. 1) rich-poor income gap issue, 2) urban-local economic gap issue, 3) unstable pension fund issue, 4) transparency issue of political fund, etc. Local constituencies where the LDP had dominated had suffered serious dameges due to budget cut of financial support from the central government. 4. Mr. Abe succeeded Mr. Koizumi's political line to reform the Japanese post-war regime. He had achieved to amend Fundamental Educational Law and to resume diplomatic good relations with neighboring Asian countries. However, the issue of "the lost pension money" made voters against the LDP and made them vote for the JDP in the Upper House Election in July 2007. 5. That the LDP keeps majority in the Lower House, and the JDP has majority in the Upper House means stalemate of policy making process in the Diet. To solve this situation, a kind of "great coalition" between the LDP and the JDP is necessary. Or, Mr. Fukuda would has to prepare for the general election to change the status quo in 2008.
