• In 1999 the first basic law towards gender equality was enacted to establish and clarify fundamental concepts pertaining to a gender-equal society and to indicate the directions that should be taken. Though the law stipulates that the State, local governments, and citizens should effect the formation of a non-gender biased social system, in actuality, traditional Japanese gender norms have posed a serious challenge to overcome. Particularly difficult are the stereotyped gender roles, which have historically dictated individuals' lifestyles, and offer very little diversification for women. It has been a social given that child rearing and nursing belong exclusively to the female sphere, while business and breadwinning have been delegated to the male sphere. Although theoretically the law was meant to create a "society in which both men and women as equal members, have the opportunity to participate in all kinds of social activities at will," such thought patterns prevent the formation of social equality among the sexes. In order to attain the state of equality indicated above, stereotyped gender rolls therefore have to be eradicated. This is a continuing struggle that is undercut by corporate reliance on maintaining the imbalance, using women to entertain and care for clients. Furthermore, concerns for social security have negatively contributed to reinforcing traditional gender roles. Realization of women's social welfare must address these issues in order to resolve continuing social discrimination. The aim of this paper is to suggest the steps necessary to promote the formation of a gender-equal society from the perspective of women's welfare.
