This paper tries to evaluate the development of agricultural policy in the European Union(EU) since its inception 40 years ago, and also tries to see the future of ongoing reform of the agricultural policy. While the agricultural policy in the EU should be evaluated from various aspects, an approach taken here is only from the viewpoint of the agricultural protectionist policy. Firstly, the characteristics of the agricultural protectionist policy of nowadays is discussed in order to clalify the position of the present agricultural protectionism in historical perspective. The relationship between agricultural policy, agricultural protectionism and agricultural question is considered. Secondly, specific features of agricultural protectionism in the EU are examined, focusing on the creation of the Common Agricultural Policy(CAP), the role of the structural policy, green money, the enlargement of the EU, the international situation and so on. Its expantionist nature is due to its policy-making mechanism based on member states' national interests. Such a nature has been unchanged even under the agricultural policy reform since the mid-1980s. Thirdly, the perspective of the agricultural policy reform is considered. Among policy reform measures, direct income payments, environmental payments and rural regional policy are critically examined. While gradual move to the environmental payments and rural regional policy is indispensable in the long term, the accession of the Central and Eastern European Countries(CEECs) necessarily reduces the Structural Funds in existing EU countries. The existence of the Southern European countries and the coming accession of the CEECs discourage increase of environmental payments. Meanwhile the EU aimes at maintaining its agricultural export share in the prospect of expanding international market of agricultural products. Thus, further switch from price support to direct income payments is necessary, but the budgetary saving, future unification of support level between existing EU countries and the CEECs, and the next WTO negotiations necessitate the reduction of such direct income payments. These points considered, proposals in Agenda 2000 were devised. The EU, beoming more and more superstate, may well succeed in making direct income payments survive in the next WTO negotiations.
